So Im currently trying to get to Arborstone, which is located in the Factions campaign. For some reason when trying to take the Elevator it doesnt give me any options to ride it..Am i to do a quest before moving on? If so would anyone happen to know?

The quest The Count's Daughter should lead you to Arborstone. Perhaps you missed its prerequisite, A Meeting with the Emperor, from Zin Ku Corridor after you completed Tahnnakai Temple.
